這樣的陸委會主委，一知半解。
居住證不是綠卡。綠卡持有者不會改變國籍。
但根據中國法律規定：持有居住證，就是中國公民。
Chen Ming-tong, the Minister
of the Mainland Affairs Council, knows little about the Residence Card.
When he was questioned
by a legislator of the People First Party, he said the Green Card is different from
the Residence Card, because the US does not intend to annex Taiwan.
Well, this is misunderstanding
or mis-interpretation. The Green Card bearers
hold their original nationality unchanged, while the Residence Card bearers are
Chinese Citizenship.
That is why Taiwan
should at least warns its people not to apply the Residence Card.

親民黨立委陳怡潔質詢指出，若要管制領有中國居住證的台灣民眾，持有日本在留卡、美國綠卡的民眾，要不要全面比照辦理？陸委會主委陳明通答詢表示，美國對台灣沒有併吞企圖，但中國很清楚「要併吞台灣」，以完成所謂祖國統一大業，台灣應切實面對。
