法國邀請中國公安巡邏巴黎。具《旺報》表示:2004年2月以防治偷渡為名,已有2名法國警官在北京、上海工作,換得2名中國公安到法國工作
。
重點有幾個:1. 中國遊客多且難搞;2. 法國主動邀請;3. 法國讓渡部分管轄權;4. 翻譯工作只是口實5. 以前是在幕僚單位,在在到一線上來;以及
6. 未來馬政府可能仿效,至少邀請中國公安在自經區、阿里山、故宮與信義計畫區巡察(實際上,從陳雲林訪台起,可能早已有中國公安進駐警政署辦公室指導)。

法國內政部長卡澤納夫 (Bernard
Cazeneuve) 昨日透露,中國前赴法國旅遊的遊客越來越多,為了更好的保障中國遊客的安全,法國將邀請中國警察到巴黎主要景點巡邏。預計由今年夏天開始,將有10多名中國警察在巴黎執勤。
據了解,中國警察主要在巴黎的旅遊景點執勤,必要時還會幫助遊客翻譯,以便與巴黎警察溝通。卡澤納夫續稱,這次中法在安保上的合作是一個持續下去、會發展的計劃,這是一個新的服務,也是中法之間合作的一個很好的結果。
世界旅遊協會的調查顯示,在過去連續3年,中國境外遊人數增長一倍,接近1億人次,去年就有150萬中國遊客到法國度假,在法國總消費高達5.71億歐元(約61.4億港元)。近年中國遊客消費能力強,活動在巴黎的小偷也針對中國遊客進行偷竊或搶劫。
法國總理瓦爾斯 (Manuel Valls) 已經確定在下月到訪中國,卡澤納夫表示,期待這次訪華行程與中國在反恐、安全等方面進行更加緊密的合作。

To better protect the security of Chinese nationals as
surging numbers of tourists from the country are visiting France, the French
government has invited Chinese police
officers to patrol in Paris, with more than
10 Chinese officers expected to begin patrolling duties in the French capital
from this summer, Hong Kong-based Phoenix TV Network reports, citing Bernard
Cazeneuve, France's new minister of the interior.
Cazeneuve said the
French police force will strengthen its patrols in tourist spots and on public
transportation to cope with the increasing number of mainland tourists, and
they will invite more than 10 Chinese police officers to begin joint patrols in
Paris this summer.
China's outbound
tourists have doubled over the past three years to nearly 100 million this
year, according to a survey by the United Nations World Tourism Organization.
In 2013, about 1.5 million Chinese tourists visited France with a total
consumption of €571 million (US$791 million). In recent years, because of their rising purchasing
power, thieves in Paris have begun targeting Chinese visitors. On March 20, 2013, a group of 23 Chinese
tourists were robbed in Paris, leading to a clampdown on tourist spots by
French police.
France's foreign
ministry has called for a simplification of the visa approval system for
Chinese citizens, to mark the 50th anniversary of China and France forging
diplomatic ties. After the announcement,
the number of Chinese tourists to France surged 40%, prompting the French
ministry to invite Chinese police officers for joint patrols in Paris, the
report said.
These Chinese police
officers will patrol in the major tourism spots in
Paris, and will help tourists interpret and communicate with French
police. The two countries will continue to expand such cooperation efforts,
Cazeneuve said.
Cazeneuve expects the
two countries to cooperate more closely on anti-terror
and security issues when France's new prime minister, Manuel Valls,
visits China in June 2014.
China has already
cooperated with international police forces in cracking down on cross-border
crime. In February
2004, two French police officers came to work in Beijing and Shanghai while two
Chinese police officers went to France, according to a mainland media report at
that time.
From 2002-2003, about 8,000
Chinese nationals were smuggled into France. On August 5, 2010, the French government said
the country's police and their Chinese counterparts had cooperated in cracking
an illegal smuggling organization suspected of helping Chinese nationals
smuggle themselves into Europe. This
underground organization charged between €12,000-€15,000 (US$17,000-$21,000)
per person to smuggle individuals into Europe.
