The so-called “Peace-construction Center of
Japan” reminded me of the reconstruction programs after armed conflicts or war.
The title “Establishing Training
Agencies for Peace-maintenance Personnel” is especially telling.
It is pretty much like what the US did in
Princeton University, among
others, where a 12-week curriculum of the Report on Naval School of Military
Government, mainly civil affairs administration, was taught shortly before the
end of WWII.
No doubt, it provides a further clue as to
Japan’s target of becoming a normal state.

【共同社4月15日電】日本外務省的“和平建設領域專家懇談會”(主席:前常駐聯合國代表波多野敬雄)14日匯總了一份建議,提出應成立“日本和平構建援助中心(暫稱)”這一專門機構,培養能在有著武裝衝突或內戰後的國家為重建發揮作用的人才。該建議已提交外相岸田文雄。
懇談會認為,有計劃地培養和平建設方面的專家可提高日本在國際社會的影響力。岸田表示:“將在推行積極和平主義時參考這一建議。”
建議還指出,應在防災、醫療保健等日本擅長的領域重點培養人才,增進與海外培訓機構的交流,加深與其他援助國及組織的合作。(完)
