日本在朝鮮半島集體自衛權，要韓國同意？韓國似有蕭牆事

November 20^th, Yun Byung-se, Korean Minister of Foreign Affairs, remarked in the Parliament that Japan needs to request and to receive the consent from Korean Government before she exercises her right of collective defense over Korean Peninsula. 

The director of Korean National Security Service had told the US government the above stance earlier.

Potential emergency situations most likely occur when the USFK are attacked by NK, China or Russia at Korean Peninsula, which is also critical to SK.

Equally significant is the term “Korean Peninsula,” which implies both NK and SK.  According to the supremacy of sovereignty, , it is logical and legitimate for any party, except for the USFK, to be invited by the SK government before dispatching forces to the southern part of Korean Peninsula.  Yet the northern part is in question.

SK’s declaration has built a wall between the Korea-US and the Japan-US alliances.  The worst part might be that it also sabotages the exercise of Japanese wartime legal regime, as well as the NATO members, over East Asia.

Does President Pak know what her cabinet is doing?  Or does she have to blindly follow the inflated slogan of Korean Nationalism?    Revised on 20131122

韓國外長在國會答詢中提及若日本要在朝鮮半島行使集體自衛權時，將影響韓國的國家利益，需要韓國的同意與要求。

既云集體自衛權，必然是出現美軍在朝鮮半島受到朝鮮或中國攻擊的狀況。

關鍵也在「朝鮮半島」，地理上包含朝鮮與韓國。假設在韓國，當然沒問題，但這一聲明在美韓與美日安保中劃下一道裂縫，也在美菲與日本「周邊有事」，以及美軍與北約集體防衛體制中劃下鴻溝。

韓國，真是夠了！

　【ソウル＝小倉健太郎】韓国の尹炳世（ユン・ビョンセ）外相は20日に韓国国会で答弁し、日本が検討している集団的自衛権の行使容認について「朝鮮半島の安保やわが国の国益に影響を与える事項は我々の要請がない限り容認できない」と述べた。政府高官が「韓国の同意が必要」との認識を示したことはあるが、外相はより強い表現を使って公の場で韓国の立場を明確にした。

　伊藤博文を暗殺した安重根をたたえる石碑計画に関連して菅義偉官房長官が19日に「犯罪者だ」と述べたことに関しても「韓国人としては容認できない」と語った。

　日本の集団的自衛権を巡っては金章洙（キム・ジャンス）国家安保室長が10月末の訪米時に、ライス大統領補佐官と会って「我々の同意が必ず必要だ」と主張。白承周（ペク・スンジュ）国防次官も13日、訪韓した西正典防衛次官との会談で「朝鮮半島安保とわが国の国益に影響を及ぼす事項は容認できない」との立場を表明した。
