The cooperation of the global security relies heavily on alliance.  No nation could meet the challenges alone.   The cooperation refers not only to the deployment or support of armed forces, humane relief, but also the development of new weapon systems.

S. Korea decided not to join the US leads missile defense system, which the US Secretary of Defense Hagel urged when he visited SK early October.  SK pledge to develop her own one, KAMD or Korean Air and Missile Defense, by revise the existing US PAC-II, instead.

Is SK authorized to do that revision?  Does she have that technology?

after years of the SK’s economical success, which is led by Samsung, SK becomes arrogant.

韓防長稱韓國將自主構建導彈防禦系統○共同社（2013.10.16）

　　【共同社首爾10月16日電】韓國國防部長官金寬鎮16日向媒體稱，“不參加美國的導彈防禦（MD）系統”，表示有意自主構建韓國型導彈防禦（KAMD）系統。他還表示，沒有考慮引進作為美國MD主力的高性能地面發射型“末段高空區域防禦導彈”（THAAD）和海基型攔截導彈“標準-3”（SM-3）。

　　本月初訪問韓國的美國國防部長哈格爾在記者會上表示，美韓MD的“互用性是必要的”。之後韓國媒體陸續報道了韓國軍隊或將引進SM-3等，金寬鎮的發言是在打消這一猜測。

　　金寬鎮指出，加入美國MD將“耗費天文數字的資金，難以獲得國民的理解”。他表示，韓國的防衛將通過對低空攔截型的地對空導彈“愛國者-2”（PAC-2）進行改良等來應對。

　　金寬鎮解釋稱，美韓MD的互用性“意思是指由美方提供朝鮮導彈的探知情報等”。（完）
