It was
unusual that Michael Jonathan Green, who served as a special assistant to the George
W. Bush for national security affairs and senior director for Asian affairs at
the National Security Council (NSC), pronounced the AIT personnel reshuffle:
the retirement of Barbara J. Schrage and the succession of Joseph R. Donovan.
Despite
his brilliant diplomatic experiences in Asia, Joseph Donovan is rather a
strategic scholar associated with the military.
He is now a diplomatic adviser to General Martin Dempsey, the
Chairperson of US Joint Chiefs of Staff, on the full range diplomatic and
foreign policy issues.
Seeing the
situations now in East Asia, AIT does need a Managing Director with military
and strategic background. And above all,
AIT needs to monitor the orientation and the moves of Chinese Taipei.

〔駐美特派員曹郁芬/華府十一日報導〕美國在台協會執行理事施藍旗(Barbara Schrage)即將退休,遺缺將由前美軍參謀長聯席會議主席的外交政策顧問唐若文(Joseph
Donovan)在元月上旬接任。
美國戰略暨國際研究中心今天在國會山莊發表由學者葛萊儀撰寫的報告,探討台灣尋求更大國際參與空間的可能性。主持會議的前白宮國安會亞太資深主任葛林宣布在場的施藍旗幾週內要退休,並推崇施藍旗對美台關係貢獻極大,坐在施藍旗右側的唐若文將接任。兩人面對媒體時都沒有否認。
唐若文受訪時表示,他一共在台灣待了八年,兩年學習語文,另外六年在高雄和台北的美國在台協會都工作過。美台之間有非常重要的非官方關係,他希望未來能強化,但他說,施藍旗還沒卸任,他不便對未來的工作期待發表太多評論。
唐若文自二○一二年元月起,擔任美軍參謀長聯席會議主席的外交政策顧問。他於二○○八年至二○○九年間擔任美國駐香港及澳門總領事;二○○五年出任美國駐日本大使館公使;二○○三年至二○○五年間,擔任美國國務院東亞局的中國、蒙古事務處處長。
唐若文曾擔任美國在台協會台北辦事處的政治組組長,以及美國在台協會高雄分處處長,並曾出使過中國、日本、韓國與卡達等地,是位經歷豐富而完整的外交官。
Foreign Policy Advisor to the Chairman, Joint Chiefs of Staff
Previously, Mr.
Donovan served for two years as the Principal Deputy Assistant Secretary of State
for East Asian and Pacific Affairs with primary responsibilities for U.S.
relations with Japan and Korea, as well as the East Asian and Pacific Bureau’s
Executive Office. As Principal Deputy
Assistant Secretary, he was instrumental in coordinating
the State Department’s response to the 2011 Tsunami and nuclear crisis in Japan
and negotiating the May 28, 2010 U.S.-Japan Joint Statement on Okinawa.
A career member of the Senior Foreign Service
with the rank of Minister Counselor, Mr. Donovan
has served as the United States Consul General in Hong Kong and Macau
(2008-2009) and the Deputy Chief of Mission at the United States Embassy in
Tokyo (2005-2008). From 2003-2005 he was
the Director of the Office of Chinese and Mongolian Affairs at the State Department. His other Foreign Service assignments
include: Acting Deputy Director and Chief of the
Political Section at the American Institute in Taiwan, Deputy Political
Counselor and Chief of the Political-Military Affairs Unit at the U.S. Embassy
in Tokyo; Deputy Political Counselor at the U.S. Embassy in Beijing; and Branch
Chief of the American Institute in Taiwan’s Kaohsiung Office. Mr.
Donovan served earlier at the U.S.
Embassies in Seoul, Republic of Korea and Doha, Qatar. He is the recipient of three individual State
Department Superior Honor Awards.

With such a background, one can entertain hopes that the new AIT managing director will.
Prominently displaying George Kerr's portrait in his office would be awe-inspiring.
When will the Takasago ( (高砂国) get it in their confused noodle that their island is tethered not to Nanjing or Beijing via Chinese Taipei, but to Chiyoda-ku, Tokyo.
