The Global Cooperation and Training
Framework (GCTF)
is an organization with that we are not familiar. The US officers and experts
mentioned GCTF for times. The Taiwan Fire Academy in Zhushan (TFAZ),
which opened in 2010, is the major training facility of the National Fire
Agency (NFA), the Ministry of Interior. But it may be more than that:
One. Its name was changed from the
Training Center of NFA to the current one, signifying an upgrade.
Two. The area of TAFZ is 109 hectares, the
third largest similar facility in the world, next to 250 hectares of the Fire
Service College of the UK Fire and Rescue Service and 150 hectares of the
Emergency Services Training, the Texas A&M Engineering Extension Service
(TEEX), the US.
Three. On the “Mission” page of the
English official website, the term “like-minded countries” is not revealed on
its related Chinese page, suggesting that the cooperation has more to explore.
The core of GCTF is Taiwan-US cooperation in 2015; Japan and Australia came in as
full partners in 2019 and 2021, resembles as a small Quad.
Although the question of why South Korea is not a partner of GCFT needs to be
answered, we still have a good reason to expect Canada and India to come in
shortly.
全球合作暨訓練架構—理念與宗旨
GCTF
台美於2015年6月1日簽署備忘錄成立「全球合作暨訓練架構」,目的在發揮台灣的優勢及專業,針對雙方共同關切的議題合作舉辦訓練計畫,並邀請印太區域國家的官員及專家參加,以協助區域國家能力建構,藉此加強區域多邊合作、協助我國與區域內各國政府建立夥伴關係,進一步拓展台灣國際空間。
On June
1, 2015, Taiwan and the United States signed a memorandum of understanding to
establish the Global Cooperation and Training Framework (GCTF)—a platform to
utilize Taiwan’s strengths and expertise to address global issues of mutual
concern. The initiative assists countries in the Indo-Pacific for their
capacity building efforts through training programs for officials and experts,
while also enhancing Taiwan’s multilateral cooperation throughout the region.
The GCTF has allowed Taiwan to build up its partnerships with regional
countries and further expand its international presence.
GCTF成立至今7年來,已就公共衛生、執法合作、婦女賦權、能源效率、電子商務、資訊安全、人道援助及災害防救(HA/DR)及媒體識讀等議題舉辦55場國際研習營,共計邀請全球125個國家、超過6,300位官員、專家與公民代表與會受訓。日本自2019年起以正式夥伴(Full Partner)身分加入GCTF,澳洲於2021年10月27日宣布成為正式夥伴,瑞典、澳洲、瓜地馬拉、荷蘭、英國、加拿大、以色列、歐盟及斯洛伐克也曾分別具名合辦GCTF個別活動。 此外,2019年9月在帛琉舉辦的「南島語言復振國際論壇」,是GCTF成立以來首度移師海外舉行,2020年9月GCTF首度針對拉丁美洲及加勒比海國家舉辦線上研討會,並於2021年9月以「加盟」模式於捷克舉辦第一場「GCTF海外活動」,反應踴躍。
Over the
past seven years, the GCTF has held 55 international workshops on such topics
as public health, law enforcement cooperation,
women’s empowerment, energy efficiency, e-commerce, cyber-security, humanitarian
assistance, disaster relief (HA/DR), and media literacy. Over
6,300 government officials, experts, and civil society representatives from 125
countries have participated in these events. Japan became a full partner to
this framework in 2019, and has joined Taiwan and
the United States in co-hosting all GCTF workshops held since then.
More like-minded countries such as Sweden,
Australia, Guatemala, the Netherlands, the United Kingdom, Canada, Israel, the
EU, and Slovakia have joined us to co-host GCTF workshops, and even more,
Australia announced to become a full partner on October 27, 2021. The GCTF
International Austronesian Languages Revitalization Forum held in Palau in
September 2019 was the first GCTF event to take place outside of Taiwan. While
the first online workshop for Latin America under the GCTF took place in
September 2020, the first GCTF-affiliated franchise
workshop was held in Czech in September 2021.
每年底,GCTF正式夥伴 (現有台、美、日、澳洲四方)會定期召開GCTF聯合委員會會議,審視當年度相關活動辦理情形及成效,並規劃下年度合作議題及活動。我方歡迎更多理念相近國家積極參與,持續擴大GCTF合作範疇。
The full
partners (currently Taiwan, the United States, Japan, and Australia) regularly
hold GCTF Joint Committee meetings to review events of the year and decide on
prospective areas of cooperation for the coming year. We welcome more like-minded
countries to participate in the GCTF and further expand cooperation under it.
