When a country collapses, the neighboring countries will certainly try to fill the blank, securing the pillage or protecting natural and human resources.

When USSR dissolved in 1990s, China recruited numerous Russian and Ukraine scientists and plundered their achievements of decades in R&D.  One result is the fast space achievements of China since 2000.

Vladimir Putin has threatened to use nuclear weapons against their counterparts several times since 2012.  Putin’s absence from the Summit suggests that he might loosen the control.  And it is definitely a hazard that ISIL will get nuclear material or waste from Russia.

The risk of the proliferation of nuclear materials and wastes is too high to grant all countries and organizations the right to own and operate nuclear power.    Revised at 2245

美國總統歐巴馬在核安峰會上誇耀全球裁減核彈庫存有成，但擁有全球半數核武及相關材料的俄羅斯缺席這場峰會，引發專家關注。美國哈佛大學貝爾福科學與國際事務中心資深研究員托比稱，俄國總統普丁缺席，使核安峰會「破了個大洞」。

美俄協議在2018年2月前將各自持有的核彈頭降到1550顆以下，美國防部官員稱，美國目前有1538顆核彈頭，俄國卻有多達1648顆核彈頭。

產油國之一的俄國，因近期油價跌，大砍政府預算，托比擔心俄國恐減少前往各地核子相關設施視察，以控制預算，讓人憂心俄國核安恐出包。此外，俄國高加索地區和烏拉山區，近期有激進伊斯蘭份子崛起，托比擔心俄國在當地的核子設施恐遭掠奪。（陳怡妏／綜合外電報導）
