When observing the recent US-Japan relations, we could easily find that it is the White House, not the Department of State, which intends to skip the existing US-Japan alliance and establish the co-managing of the East Asia together with Beijing. 

The speech, which was delivered by Ben Rhodes and Glyn Davies in January, has revealed the development.

Now the journalists have found a split between the White House and the Cabinet more clearly during the visit of Fumio Kishida, Japanese Minister of Foreign Affair, to Washington. 

Kishida made his visit for the agenda of the General Assembly of the Diet, from which he was not supposed to be absent.  Therefore, he took the governmental charter flight from Tokyo to D. C. back and forth directly.

On February 7^th, John Kerry, the US Secretary of State, and Chuck Hagel, the Secretary of Defense, stood firm in the meet with Kishid for the US-Japan alliance over Chinese unilateral announcement of ADIZ last November, while Susan Rice, the National Security Advisor, one of the closest staff members to Obama, kept silent on ADIZ and gave general comment only on the US-China relation.

However, as a diplomatic present for China and South Korea, where he is going to visit next week, Kerry asked Kishida about Abe’s Yasukuni worship, which the working-level negotiation had decided not to mention in the meet.

Observers see these as a signal that Obama is going to collaborate with China in Korean peninsula issue.  If that is the story, Kerry’s visit to China and South Korea might bring us a big surprise.

Obama’s April visit to Japan has not yet been determined
It might be just a stopping-by visit, rather than a state visit for which the Heads of State should stay in the hosting country for at least two nights and have a state dinner, as expected. 

 It is also possible that Obama might skip both Japan and South Korea, which he already did once in the Summit of 2013 APEC, and fly to the Philippines directly.    revised at 1350

　【ワシントン＝今井隆】オバマ米政権内で、外交政策に影響力を持つスーザン・ライス大統領補佐官（国家安全保障担当）の中国への融和的な姿勢が際立っている。

　訪米した岸田外相との７日の会談では、ケリー国務長官とヘーゲル国防長官が中国の設定した東シナ海の防空識別圏に厳しい姿勢を示したが、ライス氏は言及すらしなかった。

　岸田氏はライス氏との会談で、中国の防空識別圏を改めて非難。ところが、外務省関係者によると、ライス氏は「中国との関係は、米国の中でも協力を進めていかなければならないという声もある。協力できる分野もあれば、対立分野もある」と米中関係の一般論にとどめ、防空識別圏の批判を一切口にしなかった。

　日米関係筋は「中国を刺激したくないライス氏の姿勢の表れ」と指摘する。

「改めて日米同盟は揺るぎないものだと感じた」

　岸田文雄外相は７日午後（日本時間８日未明）、ケリー米国務長官との会談を終えた後、記者団に胸を張って見せた。

　岸田氏は日本を出発する前、「このタイミングで会談することに意義がある」と周囲に語っていた。昨年末の安倍晋三首相の靖国神社参拝で、中国、韓国との融和を求める米側との関係が悪化。ケリー氏が２月に中韓両国を歴訪する予定のため、その前に日米間の「ボタンの掛け違いを直す」（日本政府関係者）ことが必要だったからだ。

　だからこそ、岸田氏は国会審議の合間をぬって訪米を強行した。ワシントンまでチャーター機を手配。ケリー氏と少しでも多くの会話を行おうと同時通訳も検討した。中国は各国で反日宣伝を繰り返しており、早い段階で「対中国」の姿勢をそろえる狙いもあったという。

　会談では、中国による東シナ海への防空識別圏設定について、改めて「許容できない」との立場で一致。２月下旬から始まる米韓軍事演習を前に、緊迫化する北朝鮮情勢への対処方針も共有できた。ケリー氏の中韓訪問前に、当面の目標は達成できたとみられる。

　ただ、日米の足並みが完全に元通りになったかどうか疑問符がつく。

会談では、事前の打ち合わせ通り、日米双方が靖国参拝に関する言及を控えたが、ケリー氏は韓国との関係改善に向けた取り組みについて質問した。岸田氏は「粘り強く対応する」と答えたが、気まずさも目立った。４月のオバマ米大統領の来日日程についても、国賓待遇に必要な「２泊以上」を確保できるか確定できなかった。

　靖国参拝で生まれたしこりの解消は道半ばといえそうだ。
